Background

The SENIOR EXECUTIVE SERVICE is a key Program of the Government’s civil service reforms, intended to develop adequate surge capacity to provide leadership and management to implement priority programmes and catalyze strategic change in Liberia.  The SES program has been established to attract and recruit competent and skilled Liberian professionals to help the Government work toward achieving effective management of public affairs, promoting economic growth and improving service delivery under the civil service code of conduct.

 

Objectives, Primary Duties and Activities, Reporting and Qualifications

 

1)     Senior Transport Economist, Ministry of Public Works

 

Objective: Lead and direct the planning of the road transport network including traffic studies.  Represent the Ministry of Public Works in all meetings and discussions with the Ministry of Transport in developing a National Transport Policy.

Primary Duties and Activities

  • Help formulate government transport economic policies
  • Study the effects of government economic and monetary policies, expenditure, taxation and other budgetary controls on the economy and the community transportation needs
  • Identify opportunities to improve efficiency and international competitiveness in regard to transport matters
  • Research, analyze and record the effects of the country transport programs on economic and industrial growth
  • Prepare forecasts, analyze trends and advise on transportation issues

 

Reporting

  • Reports to the Deputy Minister for Technical Services

 

Qualification and Experience

  • A Master Degree from a reputable institution in Transport Economics or its equivalent and a Bachelor Degree in Civil Engineering is an added advantage
  • At least ten years experience covering a full range of socioeconomic project evaluation and policy analysis in the transport sector.  Previous exposure to road construction would be ideal

 

2)     Senior Bridge Engineer, Ministry of Public Works

 

Objective

The Senior Bridge Engineer will supervise the planning, designing and coordinating construction of bridges and drainage structure in Liberia.

 

Primary Duties and Activities

  • Develop appropriate strategies in establishing the bridges and drainage structure for Liberia
  • Lead the design and delivery of bridge and highways structures projects using both traditional and design/build delivery formats
  • Manage a wide variety of structural engineering projects, including bridges, retaining walls, highway structures and waterfront structure
  • As the team leader, direct team members work, mentor junior staff and provide technical and quality guidance
  • Undertake appropriate client relationships and set up mechanisms to monitor client reactions

 

Reporting

  • Reports to the Assistant Minister for Technical Services

 

Qualification and Experience

  • A Master Degree in Structural Engineering
  • Must be a licensed Engineer and have at least ten years experience in designing bridges.

 

 

3) Road Construction Equipment maintenance         Specialist, Ministry of Public works

 

Objective

Lead and manage a team in accomplishing specific tasks while operating equipment; perform safety inspection prior to operating equipment and monitor gauges and other equipment while in operation.  Oversee routine maintenance and ensure that repair are undertaken.

 

Primary Duties and Activities

  • In consultation with the Mobile Workshop Director, prepare routine and periodic maintenance schedules of earth moving equipment and all related machinery
  • Conduct safety inspection of all earthmoving equipment and related machinery
  • Ensure that repairs are made  to earthmoving equipment and all related machinery
  • Conduct in-house advance training for mechanics and related personnel
  • Effectively manage a team to ensure all tasks are undertaken in an efficient manner

 

 

Reporting

  • Reports to the Deputy Minister for Technical Services

 

Qualification and Experience

  • A Bachelor Degree in Mechanical Engineering; Masters Degree in Mechanical Engineering  is an added advantage
  • At least five years experience as a Heavy Duty Mechanic (Master Mechanic) in earthmoving/construction Equipment

 

4) National Land Reform Program Coordinator, Land Administrative Reform Program Unit, Division of Operation, Ministry of Lands, Mines and Energy

 

Objective  

Ensure effective coordination and implementation of the Government's Land Administration Reform Program. 

Primary Duties and Activities

·        Provide professional support to the office of the Deputy Minister for Operations to enhance the Ministry's effectiveness in land administration:

a)  Coordinate the Ministry's endeavors to improve its administrative and    regulatory effectiveness within the framework of existing laws;

b)  Review existing internal institutional framework for land administration and propose revisions;

c)  Review existing land surveying and mapping procedures and recommend measures for improvement;

d)  Review existing land information systems and propose measures for improvements,

e)  Coordinate implementation of selected and approved measures for improving existing land administration mechanisms.

·        Oversee the Ministry's land sector coordination role and performance as lead agency in national land administration and coordinate government’s efforts to formulate a National land Administration Reform Program. 

a)  Coordinate all inputs by the Ministry to the National Land Administration Program formulation;

b)  Provide national coordination services or advice to the inter-agency technical committee on land administration reform;

Reporting

·        Reports to the Deputy Minister for Operations who Chairs the Inter-Agency Committee on Land Administration Reform.

·        Receives reports from:

a) All staff of the Ministry involved with the Land Administration Reform program i.e, The Assistant Minister for Lands, Surveys and Cartography, the Directors of the Bureau of Land & Surveys, The Direct of the Bureau of Land Information & Training and the Director of the Liberian Cartographic Services; as well as the Technical Assistant for Land Services in the Office of the Deputy Minister for Operations.

 

 

 

 

 

Minimum Qualifications and Experience

·        Bachelor’s degree in Mathematics, Land Surveying, Surveying Engineering or a related science discipline. Master’s preferred 

The applicant should have at least eight years of experience in land administration, land reform systems, or land- related reforms in the public or private sector, with at least four years of practical experience.  Minimum of 12 months of experience in coordination of entities around a common objective

 

 

  5) Legal Counselor, Ministry of Justice and

  6) Lawyer, Ministry of Justice

 

Objective

To strengthen the ability of the Ministry and the court enhance the representation of the Ministry in legal actions and manage the Ministry’s rule making process.

                       

Primary Duties and Activities

  • Under the guidance of the Minister provide specialized legal advice on all aspects of law and procedure with an emphasis on criminal and international humanitarian law
  • Attend judicial proceedings and hearings at trial or on appeal and provide expert advice to the Minister in an expeditious manner on the various issues pending in various courts
  • Supervise research undertaken by the legal officers and provide the Minister with reports and decisions in a timely manner
  • Provide legal advice on procedural and substantive law and participate in meetings with Minister and staff;
  • Assist in the drafting and review of legislation and  review legislation, draft and review contracts

 

 

Reporting

·        Reports to the Minister

 

Qualification and Experience

·         Attorney at law, JD/LLB preferably with specialization in international, criminal or humanitarian law

·        Minimum of seven years legal experience, at either the national or international level, preferably with an emphasis in criminal law, international law or humanitarian law.  Experience with litigation in Liberia, and/or knowledge of the Liberian legal system is a plus

 

 

 

 

 

 

7) Legal Counselor, Ministry of Commerce and Industry

 

Objective

Strengthen the ability of the Ministry to carry out its responsibilities through the provision of expert in-house legal services.  In particular, review all documents with legal implications, advise the Minister on issues relating to rule of law, provide legal assistance and advice to key stakeholders, represent the Ministry in legal actions, and manage the Ministry’s rule making process.

 

Primary Duties and Activities

  • Advise the Ministry on the necessary underlying commercial legal structures to develop the strengthen Liberia’s economy
  • Serve on interagency teams that negotiate, interpret and enforce trade and investment agreements with foreign governments
  • Advise and be an advocate for Liberian exporters and investors.  Respond to questions or problems that arise in local/foreign business transactions 
  • Review the mandates of the Ministry and comply with all applicable legal requirements
  • Counsel the Ministry and assist government counterparts in legal action taken against any individual or business within the commerce of Liberia, in cases where the Ministry is being sued by any individual, business or organization
  • Manage the Ministry’s rule making process pertaining to the Minister’s oversight of commerce and industry
  • Liaise with the Ministry of Justice in all matters related to the mandate and function of the Commerce and Industry
  • Liaise with relevant line ministries to ensure compliance with all applicable treaties and trade obligations

 

Reporting

·        Reports to the Minister of Commerce and Industry

 

Qualification and Experience

·        Attorney at law, JD/LLB

·          Must have 8 years of experience with a) litigation in international commercial laws, business law governing commercial transactions and activities and regulation, and/or b) professional academic experience in legal research of commercial theories, practices and regulations.  Experience with litigation in Liberia, and/or Liberian commercial law is a plus.
